KAMWENGE. Forum for Democratic Change (FDC) presidential candidate Kizza Besigye has accused the NRM government of deliberately keeping Ugandans ignorant through poor transport and restricting access to communication as a means of prolonging their stay in power.
Addressing his maiden rally in Kamwenge District yesterday, Dr Besigye criticised the ruling party's failure to construct better roads and improve communication network in rural areas across the country.

"The biggest problem in Uganda is bad roads; that is why we came late here from Kyenjojo District," Dr Besigye said at his first rally in Biguli Sub-county. He arrived in the area at 3:30pm.
"You should have watched how I got stuck in other areas but this government cut you off from TV by changing the system [from analogue to digital] so that people don't see what is happening and those responsible fly in the air," he added amid applause.

Government this year shifted from analogue to digital television network as part of the international obligation for all the 198-member nations of the International Telecommunications Union.
The three-time presidential candidate also rebuked government for closing Biguli Health Centre ahead of his visit to the area. "What don't we know in those health centres? if everything is okay, what are they hiding?" he said.

Last weekend, Dr Besigye visited Abim hospital in Karamoja, which he found in a dilapidated state. Three nurses of the hospital, who appeared on television explaining its despicable state, have since been reprimanded.
At yesterday's rally, he accused the NRM party of rigging its way into power.
"This government is in power just because of rigging, because they don't fear to rig their own," Dr Besigye said.

FDC president Mugisha Muntu urged the residents to vote their party into power, saying it has exhibited high levels of internal democracy. 
"FDC has shown the whole world that they know democracy in the last 50 years in Uganda," said Gen Muntu. 
"I stood against Besigye, he defeated me and we are together campaigning for FDC party. But standing against Museveni in his party is like a crime," he added.

Dr Besigye also made stopovers in Mabale and Kahungye sub-counties, and Kamwenge Town Council, before he addressed his last rally in the district at Ntara. 
He will today address rallies in Bundibugyo and Ntoroko districts.
