{UAH} Is Rwanda a different Society

How has Kagame been able to move Rwanda's development in different directions in a short period: building huge food storage facilities, roads, towns, a viable healthcare and insurance facility and in a relatively richer Uganda we fail to do the same?

Now they have diversified electricity production with a mix of solar and geothermal and on top of that creating massive social housing for their people!

Yet all what Kagame is doing is based on the same Uganda government structures. Ugada has many more ministries than Rwanda but effeciency and project implementation is almost nil!

The pyschology of political power and administration - is a book we need to write.
