Economists in Uganda are talking about need for structural transformation in Uganda as a way of Macro Economic stabilisation. Their subtle interpretation is that once you increase export, consumption, and employment thus wages things will work out for themselves.
Sorry they wont!
What they are actually talking about is to Physically Plan. This is a little of economic geography and extreme Physical Planning. Thus thinking in terms of providing; Housing, Public Transport, Commercial Buildings, good Roads, Education, Health Care, Cheap Energy, Water and other such items that meet human necessities; needs preferences, desires and want into consumable items.
How many towns did we have in the 60s and how many do we have now? There is increasing social change not marched with physical planned provisions and infrastructure to meet the needs and want of a changing society.
So by large Africa is stack! A sole reason why under colonialism many African countries were actually changing irrespective of some pitfalls – cities and town were being built.
