{UAH} Uganda EC chief does not know the number of ballot papers delivered to hin
I think DR. Kiggundu was just avoiding the journalists possibly because he has other pressing business to handle otherwise someone may conclude Kiggundu is not the one in charge of EC.
The simple questions to Kiggundu if he is truly in charge of EC are;
1. How many ballot papers did EC ordered for printing when the contract for procuring these ballots was signed?
2. In procurement process, when goods are delivered, there are two documents that are presented; Delivery note and goods received notes which are signed by both the supplier and client and all these documents among other things they indicate the quantity of goods supplied/received. Didn't Kiggundu cross check these figures be signing?
3. I would imagine that the payment for these ballot papers is per unit, now how is payment going to be effected then if the number not known?
With corruption level in Uganda, you people out there do not be surprised if it comes out that the payment for the ballots was for the higher figure when in actual sense much less ballots were procured.
