Science tells us that matter is neither created nor destroyed. As you know most of the products of science that we enjoy today were not the idea of one man but most were ´successively built on. Some things can be initially wrong but successively turn out right ( the inverse is equally true). Now that we have better basic transport infrastructures and better power supply some others can build on.
Gulu has always been like this. It is not a new situation. Remember Hon Mao was boss when my own buddy Walter Ochora-Odoch (RIP) "CHIEF". And, they found ways to coopt?
People like me who are not into party politics look at / for opportunity or possibility. Forget election campaign lobbying and rhetorics. Some of them are just parts of what goes.
The President of Uganda is President Yoweri Museveni! As far I am concerned, it is " ball..., game.., set...and match. Match over like in tennis and other sports. Now we jubiliate and congratulate both the victors and the opposing team and look forward for a better match next time.
The teams now resort to their camps and analyse and work out newer match strategies.
As said, ball, game, set and match!!
I don't know about elections were rigged or who rigged most or more than the others..., this is Africa: THEY ALL DON'T RIGG AND THEY ALL RIGG, depending. They get beaten at their own games, so to say:
A better way forward along the route to democracy is to continue developing anti rigging culture which naturally is going to take many centuries beginning with constructive dialogue and responsive parliamentary work ( WHICH THEY DID NOT DO SATISFACTORILY to ensure constitutional and law amendments before the elections ( this past mandate).

By coincidence I had wanted to remind you of your prediction of Gulu district elections outcome; thanks comrade Gook raised it. Gook is always ahead of me; while I was sleeping the guy was crawling at night to write this (he once said that he used to crawl at night with Mulindwa in some streets).
With elections, you can never be sure until results come out. See the shock that former President Yoweri Museveni has received? He was assured by con men and supporters that he was very popular and that NRMO would sweep the entire country. However, as the entire would has witnessed, that was not the truth; instead the EC has had to do and continues to do an unethical thing, denying the President-elect, Dr. Kizza Besigye and FDC the mandate to answer people's call by declaring fake results which have been rejected by all sane minded persons.
Incidentally, it is not only the Opposition that has rejected those results, all government invited election observers have said summarily said thing: wrong results.
Former President Yoweri Museveni lost this election though his party may have more parliamentarians which makes it complicated. If it was like the previous time or like other countries where a leader of a party with majority parliamentarians forms a government, former President Museveni would continue to enjoy that, but we all know, he personally worked hard to change that to elected president, now he is a direct recipient of the rejection. Good for him!

Oh yes, very much so. Gulu has not changed any one bit. And the desire for those infrastructure is even bigger now. Recall Ongenga Latigo of FDC stressing that bit? Now it should be more about how best to extract utility from those basic infrastructures to propitiate societal development.
Thing with Gulu is that even in the past mandates, there is some obscure distribution or share of power which pehaps has its explanations in the Wars.
Usually the top madates MPs went eitherways but, the lower mandates often went NRM.
Again you also have to know which areas. There is and has always benn political segregation in Gulu.
There are areas which were the "homeland of trouble" but which are laternt.
So, the tendency is the same. Personally, I would have liked it if they voted NRM. Because this is like wasted votes.
The good news is that the FDC now have very strong parliamentary mandate. Which in effect implies it has to commit more in constructive opposition on key development issues. So, with this strong FDC parliamentary mandates, the FDC are part and parcel and shall be judged accordingly.
