Please don't come in to derail this time also! This is about equillibrating access to the culture

Must you always come hurtling in to assert even when you do not seem to have any thing sensible to contribute?

A reform of this nature takes many phases and involves a lot. I do not know the pace and procedure you have in mind. It just doe not belong.

The people in those countries like your very own are relatively much more healthy, live longer & more happily and conduct their affairs more readily.
Have better access to information and just therefore, participate more in forming their society.

Very laughable that you should even try to argue the contrary. Don't underestimate the power of access to information and culture.

In this IT age, imagine some one in the remotest yonder right in the middle of no where sitting under his mango tree to enjoy the beautiful photo models in some advertsment catalogue or going through jobb adverts etc just like the urbane does....fantstic, isn't it?

The present system is a class issue because only a tiny number have access to that culture. Majority student from the rural areas don't even have access to vacancy ads like their urban counterparts do. So they are already disadvantaged direct after school.

A case I recall very well was from last year. Just before I returned to Europe, some very nice friends came to say goodbye.

She said I should promise to write to her.. Well, that wouldn't be no problem,so I thought.

So I requested her address. You know she gave me her school address. She said thats the address they use. Their family don't have a post box!!!!
I asked her mother who was with her what about hers. She is a nurse and she uses the hospitals address, she said!

I had to asked her, how they do during the holidays when schools are closed. She said they get it when they go back to school.

Damn, it made me recall in those days when some of my school mates who had no postal addresses of their own also had to use the Gombolola or local county's addresses.

And one can argue that people walking to Post office to pick their mail is an indirect exercise that keep people health, but such a reasoning comes out of critical thinkers only. Let us sit them at home and we deliver their mail at the door to become fat. Just out of curiosity in your village how many people get a single mail a year?

The answer is YES..., YES I WOULD VERY MUCH SO:  But I do know too, that the one does not rule out the other.
 
In fact the postal service also facilitate the fight agaist malaria, Ebola etc Don't you Think so?
 
It should very much be in the interest  of the Medical services as well to be able to trace and follow up in preventive measures.
There are other aspects like equal opportunity or equal access to employment markets, school info, marketing, dissaster preparedness mm
 
Yes fighting malaria would be a lot easier.

THAT IS WHERE THE NEED FOR A NEW POSTAL SERVICE REFORM COMES IN. ((MANDATORY FOR EVERY HOMESTEAD)) !!!!!
 
It should have been in place already during the immediate post independence. Infact it should have been a priority for all parties
because it makes possible and better their performances.
It is even more so in this modern IT- culture.
All Ugandan should have direct postal delivery up to their doors / compound or mailbox!!!!
 
See, in this "can't afford culture",many people have mobile phones but not all have enough charge

Engineer Badru Kiggundu and his teaam of Electoral Commision must be thanked for taking the trouble to E-mail voter's VOTER SLIPS showing where one will vote from and most important showing the voter number.
However, while this is wonderful, very many Ugandans do not have Fone and E-mail facilities.
If these cannot get voter voting slips, WHICH HAVE NOW BEEN WITHDRAWN FROM POLLING STATIONS, how will they get to know their voting place and voter number?
This confusion might be abused by allowing non-registered people to vote. This might be a way of allowing non-Ugandans, or any other illegal voters to vote.
Hence, candidates representatives must open their eyes to make non-registered people are not allowed to vote.
