You missed the essence in this rubbish of yours. DON'T JUMP IN TO DERAIL MY DISCUSSION.

It is about compensation for service not delivered: liability of the service provider. It is about responsibility. 

See, it not a question of who is running it but about fulfilment of liability. aND THAT, FOR EVERY CUSTOMER NOT JUST ONE SINGLE!!!

That is exactly what " running it as a business investment" AS YOU PUT IT means. 

See how you contradict yourself? You don't have to feel compelled to have ideas about every thing!!!!

Even when I was born, our family already had a "LUX" freezer. When I drive all the way from Entebbe to  Mukono or from Port Bell to beyond Bombo, I see a whole see of top fancy houses. Most likely they just like ours have cookers (electric , gas or both). At the supermarkets are sold fancy home appliances which I presume even Ugandan too purchase. Not to mention the many used electronic devices that diaspora Uganda ship home.

See you grew up in Luwero as opposed to mine at Kololo and Nakasero (even before independence). And, you came to Canada already full grown and marked by your magendo culture that destroyed Uganda.

You don't seem to get it. Who is talking about a house? We talking the entire area. Well you do go to Uganda by light s you have some idea about properties developing all the way from Entebbee.

By coincidence, the UMEME officer also has his posh house in the neighbourhood. In the shock of my confronting him directly, he excused himself that
he himself has problems with the water supply to their hill. So, often they are supplied by water tank lorries.

So, it is the same issue of liability.

I do not know if lost food can really raise this issue to the level that is required, why do you fridge food in Uganda? And how many people in Uganda actually fridge it? What is the total value in volts used to fridge food in homes? How many Ugandans actually own fridges? We have been running this power structure on a basis of Noc'L having power in his house and I have opposed that basis for many years yet no one is listening. There is no power company that runs a line for there is a residence on this street, that power supply will always fail for the money you pay for your power bill in that house is actually very small to finance its production. And that is partly the cause of power loss in Uganda, for you changed the power supply in the country from being a business investment to burning 5kms of cable and poles for Noc'L lives on the street five miles down the road. Add up the amount that Mr. Noc'L pays in power bills for a year, if you run power supply in Uganda on a business oriented basis, you will disconnect Noc'L's house.
 
Running power is a very expensive investment, that is why it is mostly ran by governments, and why it must be ran as a business investment. When you combine those two factors, Noc'L does not qualify having power in his house.

Recall I wrot about this some time last year even while I was still in Uganda? Then I wrote about how UMEME'S clients place no demand on the services? It was very frustrating in the Seguko, Kajjansi Jomayi areas. I would purchase my food, stock the freezer only to wake up in the morning to find there is no power. So, I had to throw away all. It was the same procedure over and over. We invited people for dinner and while we were cooking, suddenly power would be gone. I even went and complained to one UMEME boss.
 
I recall I wrote here too, that UMEME'S CUSTOMERS SHOULD PROTEST AND DEMAND COMPENSATION EACH TIME POWER CUT LASTS LONGER THAN AN AGREED DURATION.
 
There was a time we were in Gulu and a power cut lasted more than a week!!!!!
Parliament should wake up and enforce law to allow for compensation when service delivery come off.
 
First you buy appliances for comfort. Then you can not use them? One wastes a lot of money buying food stuff only to throw the same away. And from a public health view point, people get sick eating rotten stuff.

I am trying to record dates per hour when Umeme is not offering me services. I did it last year and I am doing it this year to get a clear picture of how much I loose and how much umeme probably gains in not servicing me.
