Sejusa expected Gen Moses Ali to arrest him

Well before General Sejusa was arrested, he knew they were coming for him. And The Observer's SIRAJE LUBWAMA was there before they arrived.
A day before his arrest and detention on Sunday, Gen David Sejusa, the former coordinator of intelligence services, knew he was a marked man and his days of freedom were numbered.

On Saturday, this writer visited the general to record a scheduled interview. An angry Sejusa then told me that he was prepping for his looming arrest. Halfway through the interview he cancelled it.

"I am sorry, I will not entertain the issues you want me to answer today. I will answer them tomorrow [Sunday] because I have an emergency meeting today. But try to come as early as possible because from the information I have, I am likely to be arrested anytime," said Sejusa, who had a group of youths waiting for him too.

At 7:30am on Sunday, I arrived at Sejusa's Naguru residence only to find several military and armed plainclothes men surrounding the general's residence. One of Sejusa's bodyguards signaled me to enter the gate. He led me to a white tent.

I wasn't blocked like the other journalists because I was wearing a suit and I had carried the national identity card instead of the employment card. Security men mistook me for a special guest of the general.

After an hour, two military vehicles full of soldiers led by Lt Gen Charles Angina, the deputy chief of defence forces (CDF), entered the compound. Sejusa, who was upstairs in his storied residence, came down to meet them.

Angina saluted Sejusa and told him he was instructed by the CDF Gen Edward Katumba Wamala to arrest him and take him to Makindye Military Police barracks.

"Don't worry, I am not surprised. I had to cancel my trip to my Sembabule farm to wait for uninvited not-so-good guests like you. I am not surprised that it is you they have sent because from the information I have, I had expected some other UPDF officer to effect my arrest," Sejusa said.

When Angina asked who that officer could be, Sejusa said he was expecting Gen Moses Ali to arrest him. He said he got information that President Museveni had directed Gen Elly Tumwine to arrest him and that when the latter declined, he directed Gen Moses Ali who accepted.

"It seems Moses Ali has finally refused to come, that is why Gen Katumba who I understand is out of the country has delegated you. I don't blame you or UPDF; I know it is Museveni who is behind all this. Just let me change my clothes and you take me wherever you want," Sejusa said as Angina nodded in approval.

As Sejusa walked back inside the house, Angina told him that he and his men wanted to search the house.

"Though you seem not to have a search certificate and the search is illegal, I have no problem because this is not your wish. But this house was searched when I was in exile and those who effected the search took all the guns in my possession then and all the army uniforms I had. Please go ahead and do whatever you are assigned to do," Sejusa said.

In about 20 minutes, Sejusa emerged with a small luggage and entered Angina's vehicle. Two of Sejusa's bodyguards, only identified as Kamanyisa and Kiiza, were arrested and taken away together with their boss as two housekeepers and Sejusa's daughter looked on.

The whole episode lasted 30 minutes. Sejusa's bodyguards were replaced with over 20 military policemen inside the residence. Four guarded the main gate.  

I followed Angina's entourage on a boda boda and arrived at Makindye shortly after Sejusa was tucked into a military cell.
