I have heard, for instance, that polling stations will open at 7am on the morning of the 18 and close at 4pm. Now, if the voters are already in the queues even before 7am but the electoral stuff arrive at nine or thereafter, it will have itself contributed to a volatile situation – if it then proceeds to close the polling station at 4pm with so many people not having been able to cast their votes, standing in the queue. So, it is not so much handing out instructions; 'you know we are going to open our doors at this stage, we are gonna close them at that other stage'. You have to live up to your end of the bargain. Similarly, if you clearly fail to explain to the electorate what documents they need to present on polling day, or if you mess up the voters register, thereby effectively disenfranchising legitimate voters, again you will have successfully contributed to a volatile situation. So please play your part professionally, and play it well."
