{UAH} BESIGYE CONCEDES DEFEAT CALLS FOR POWER SHARING, MBABAZI APOLOGETIC
Brothers and sisters, Dr. Kizza Besigye's opening remarks at the
Presidential Debate were a concede of defeat in advance when he said
that he was not necessarily ambitious for becoming President but he
wanted to play an active role in the development of the country. He
was calling for power sharing either in government of national unity
or in a broad based government as it was the case in 1986.
For Amama Mbabazi for fear to regret for removal of Presidential term
limits in 2005, as he has been saying else where, but in the presence
of President Yoweri Museveni, he feared to do so, show respect and
fear he has for the President, and may be willing to work with him in
another capacity.
Maj. Gen. Biraro and Princess Kyalya are more than ready for any
political appointment after the elections and Dr. Abed Bwanikaa, it
would have been yesterday.
But in case, the three and other candidates reached at an
understanding, any form of broad based goverbment should not stop at
the center but also in the regions so that things don't concentrate on
President Museveni, Dr. Besigye or Mr. Mbabazi alone.
Although a federal form of government for Uganda did not feature in
the debate partly because mmengo officials abandoned the idea in
favour of probably personal interests, and it was only East Africa
Federation that featured, devolution of power to regions as Dr.
Baryamureba said, and to an extent, Princess Kyalya, should be part of
the deal.
The most important thing is to avoid post election violence.
One may say that since NRM is going to win presidential,
pal;parliamentary and local government elections, there is no need at
all for some sort of broad based administration.
NRM was more powerful in 1986 but it worked with others and things were better.
