{UAH} Chaos in Rwamucucu, Kabale distrikita after a presiding officer was found in possession of pre-ticked ballot papers.


The incident occurred at Kihanga Playground polling station in Rwamucucu Sub County

According to URN, Trouble started after a voter approached Friday Justus Twesigye, the presiding Officer of Kihanga Playground polling station to issue him ballot papers.

Twesigye handed the voter two pre-ticked ballot papers in favour of the NRM presidential candidate, Yoweri Museveni.

On realizing the anomaly, the voter returned to the issuance table, which drew the attention of the agents of Kizza Besigye, the FDC party presidential candidate.

This prompted the agents to search Twesigye and found him in possession of four pre-ticked ballot papers in favor of Museveni.

Angry residents charged towards Twesigye threatening to lynch him but they were cooled down by the agents of Besigye.

Friday Justus Twesigye, confessed saying he had only issued two pre-ticked ballot papers before he was found out.

He apologised over the incident, saying he had been misled but declined to reveal the masterminds of the vote fraud.

Johnson Mucurezi, one of the FDC agents, said it was unfortunate for the presiding officer who is the head of the polling station, to indulge in unlawful acts.

He wondered what kind of leadership Mucurezi is giving to those below him.

Kenneth Asiimwe, another FDC agent, says Twesigye is lucky that they intervened to cool down angry voters who wanted to lynch him.

He says they decided to play it cool since they had managed to discover the mess early enough and extracted an apology from the officer.

The mess brought voting to a halt for about 40 minutes.

Juma Shesa Adam, the Kabale District Returning Registrar, said he hadn't yet received information about the incident.

Elly Maate, the Kigezi Regional Police spokesperson, said they had learnt about the incident and launched investigations.
