{UAH} FEAR OF IMPENDING NRA PROGROM IN UGANDA
Aquilinus Odong, Some of the errors that were made were very amateur and even comical. Dr Besigye had initially maintained he would never partipate in elections unless fundamental reforms were carried out. We agreed with Election Boycott Agenda, which we felt would isolate the Kayibanda regime and expose it as nothing other than a military regime. If we were to participate in elections, then we demanded, as a condition: Constitutional Reform, Disbanding of the Kiggundu Electoral Commission, De-militarisation of the Electoral process, Control over Campaign Funding to ensure state funds were not used by the NRA gangster group, and Independent Monitoring of the process. Short of these reforms, we warned the process would be a circus, and so it has turned out to be a complete FARCE AND charade. In 1985, the Philippies democratic forces refused to participate in dictator Marcos's "Snap Elections" which he won by a landslide of 99%, but this "victory" was very short-lived as it only served to isolate his regime even further and to erode his support within his own military. The Election boycot exposed Marcos as a violent dictator and not a democrat. Boycotting Kayibanda's electoral circus would equally have exposed him as a brutal tryrant. Instead by participating in a managed circus, we have somehow lent legitimacy to it. I agree with you that the opposition should have prepared for the elections being rigged and what to do in that scenario. I am afraid they have now exposed millions of people to extreme danger of violent attacks and assasination by the NRA gangster regime. In 1961, the Indonesian Communist Party participated in an election, which it actually won, but knew before hand that the army and the ruling classes at the time would never hand over power to the communists. The communists should have known well in advance that without their own armed force, they could never hold on to power, even if they won it by democratic means. The result was the gruesome massacre of members and supporters of the party in which more than 1 million people were murdered. I hope this does not happen in Uganda, but it may because the people are not yet armed or organised enough to defend themselves against the NRA killer regime.
