There are reports reaching BurkinaStyle that Gen. Yoweri Museveni has made it known through representatives that he is open to a power sharing deal with Dr. Kizza Besigye, leader of the Forum for Democratic Change (FDC) whom many believe won the Feb. 18 Uganda elections and is President Elect.
The deal would be similar to the one that broke deadlocks in past elections in Zimbabwe and Kenya.
These reports indicate that religious leaders and members of civil society have approached former Nigerian President Olusegun Obasanjo to ask that he mediate any discussions that could lead to a political solution. BurkinaStyle has not been able to obtain an interview with Obasanjo, who is leader of the Commonwealth team that observed the Ugandan elections; the team, as with the EU team concluded in its preliminary report that the elections were not free and fair.
The Museveni regime has been isolated by the U.S and the U.K. the two countries it absolutely needs to survive. At the same time the opposition could push for an independent audit of the ballots through the United Nations that could help confirm its claim to victory.
What's more, some opposition leaders don't believe any deal with Gen. Museveni is worthwhile since he would insist on remaining president and commander in chief and likely would not yield the key ministries of: defense; foreign affairs; internal affairs; and, finance. He would also insist on controlling the oil industry.
They also note that he would only use any deal to buy time before violating the agreement, pointing to as far back as the 1985 power-sharing Nairobi Peace Accord with Ugandan junta leader Gen. Tito Okello. Museveni deposed the Okello government and seized all power.
"Any deal with Museveni would be Okello part two," says a prominent opposition leader. "Museveni did not respect the wishes of voters on February 18 so why would he respect any agreement? This is a deal Museveni wanted all along. Even before February 18 he knew he was going to lose. Museveni only cares about Museveni."
Washington and London are pushing for a deal in the background.
