{UAH} IS OTUNNU A CRIMINAL HIDING IN PLAIN SIGHT?

I was reading news about Uganda oppositions defunct Democratic Alliance discussing what they will do if they win the Feb 18th 2016 General Elections.
I get uncomfortable whenever I see Former Ambassador Olara Otunnu (the one who once claimed that he had been "brutally murdered by Amin").
Somehow he is always demanding for a Truth & Reconciliation Commission on the 1980-86 bush war.
Much as I agree 100% with the idea, it intrigues me that someone who worked with the regimes accused for the so-called "Museveni war" massacres, is now insisting on the inquiry.
Is Otunnu a criminal trying to hide in plain sight?
As per the principles of collective responsibility, he could have instead submitted to Ugandans evidence, if any, that responds to the question "What did he do to stop the war crimes, genocide and carnage against civilians?"
If he claims that he disagreed with his then bosses on the matter, then he should expose them today, and not again lead their murderous party whose youth wing stands accused for the crimes.
And since he reportedly already offered some apologies on the party's behalf, he should therefore progress by taking the initiative and publicly submitting the documented bitter facts and names the culprits he knows, rather than endlessly strongly demanding for the Truth and Reconciliation Commission.
Many of those who were party to mass murder, have sought refuge in Western capitals where they are now provided with comfortable housing, monthly allowances, medical care and even new nationalities.
How do the host countries live with such criminals amongst their unsuspecting citizens?
I hear that Mr. Otunnu has been offered a Prime Minister job by Amama Mbabazi in their envisaged post Museveni government as is rumored, I wonder how one can consider such options when the Luweero matter remains unresolved.
Though I would actually have been interested to see if he does anything transparent with his own demands.
Justice is required for the 100,000 skeletons and countless mass graves in Luweero, Uganda's Eastern region and Northern region for the world to remember and prosecute the criminals responsible.
Why hasn't any culprit been jailed?
