Maj. Gen. Kale Kayihura, the police chief, is like a plumber trying to install computer software.
He simply cannot do a good job of policing. He has no training in policing. He is a trained and practicing soldier.
Maybe we are judging him by the wrong standards when we accuse him of militarizing the police; when we accuse him of neglecting the welfare of policemen and women for purchase of anti-riot gears, when we accuse him of tanking the investigations of cases such as those against rally ace Ponsiano Lwakaktaka or State prosecutor Joan Magezi.
In both cases the IGP pitch camp at the locus of the crime, vowed while frothing to capture and prosecute the perpetrators.
He took over investigations. In the Lwakataka case, the court dismissed the case without putting to the accused tot his defense -normally done when the prosecution case is so utterly discredited.
In the Joan case, he declared the killers hours after the killing and to date no one has been produced in court. Professional investigators were interfered with.
We accuse him of violent dispersals of assemblies, using excessive and indiscriminate non-lethal and lethal weapons in the management of assemblies.
We cannot ask a trained solider to execute the duty of civil and civilian policing.
The mindset of any soldiers is to follow orders, he has said himself that he takes orders from the commander in chief; it is to disseminate not apprehend.
To a soldier the person at the other end of the line is the enemy not a citizen of Uganda exercising a freedom, he has called them hooligans.
The mindset is one not inclined to appeal to reason but to brute force, he has vowed to crush them.
Soldiers take hostages when they apprehend. They do not apprehend suspects who are presumed innocent before the law until proven guilty beyond reasonable doubt.
To a solider, they are in a state of war not political contestation and the 'enemy' has to be degraded, dismantled, disabled or humiliated.
It is a tall order to ask a soldier to treat one as a suspect deserving of respect, protection and fair treatment.
How can you expect a solider to do such intellectually draining duty that involves several articles of the constitution?
We must judge Gen. Kale Kayihura fairly and by the standards of his orientation and mindset.
What should concern us all is just how we let a plumber install the software of our apple computer?
