{UAH} Local Gov'ts are Dead but if they worked

Any person who want to understand why Kenya, Tanzania , Uganda or another African Country is not function -- it is simply that Local Government are not working!

Why are local governments not working - find out yourself by asking why KCCA which is also a local government works and also fails.
