{UAH} MAHABOUBA SSEMAKALU BURIED BY HUNDREDS OF THOUSANDS
Brothers and sisters, thank you for hundreds of thousands of mourners
that have attended burial of Alhaji Mahabouba Ssemakalu, former
Speaker of Buganda Lukiiko.
Apart from Katikkiro of Buganda Charles Peter Mayiga and other Buganda
Kingdom officials, it was as if the entire Ugandan Mulim community was
brought to Mbuulire, a few kilometers from Bukomansimbi Town Council,
which is the Kasujja family burial grounds.
These included, Prince Kassim Nakibinge Kakungulu, Sheikh Abdul Obeid
Kamulegeya, Supreme Mufti , Deputy Supere Mufti and son of the soil at
the nearby Ntuuma village.
Politicians including JEEMA Chairperson Muhammad Mayanja Kibirige,
Imaam Idi Kasozi (who broke the news to me via this forum), and many
others.
Sheijkh Kibaate has tasked me to ensure that the late Semakalu's works
are put on record, that we shall do insha Allah.
There is only one thing, which, l should state here. On the day
Buganda Lukiiko passed a Regional Government constituional amendment
proposal, as a deal done between President Museveni assisted by Dr./
Ruhakana Rugunda and Mr. Amama Mbabazi, and Katikkiro Joseph
Mulwanyammuli Ssemogerere asisted by, jOHN kATENDE, Semakalu, Mayiga,
Apollo Makubuya, Omutaka Kyeyune Bugibngo, Omutaka Ssemakula Musoke,
Prince James Kintu Wasajja, among others, the late Mahabouba
Ssemakalu, who was presiding over, recalled advice from the late
EMmanuel Cardinal Kiwanuka Nsubuga.
He said that in mid sixties when he was Mukwenda (Saza Chief) of
Singo, the then Arch Bishop of Kampala Arch Diocese visited Secretary
General (now RDC) offices at Mubende, who was Haji Buwembo (assisted
by the late Samwiri Mugwisa). He wanted them to appoint his Muslim
brother a Muluka chief. They were obliged and did so.
The Roman Catholic Arch Bishop was lobbying for his Muslim brother,
and he was lobbying to two Muslims officials, Haji Buwembo and Haji
Ssemakalu.
Later, at his death bed, Nsubuga advised Baganda and Ugandans to love
one another regardless of religious affiliation.
What l remember is that Haji Ssemakalu was one of Muslim saza chiefs
Obote appointed after he had abloshed kingdoms. A Muslim, was
appointed a Pookino of Buddu, another was appointed a Kaggo of
Kyaddondo, Semakalu was a Mukwenda, some became Secretaries General,
Yet before a Muslim could only be a Katambala and of late a lumaama of
Kabula (thanks to Roman Catholics for the latter).
Haji Abdullah Anyur was the Chairpersaon of Public Service Commission
and, l think Sheikh Abdul Obeid Kamulegeya was the Chairperson of
Buganda Public Service Commission.
Prior to that, in order to avoid polarization of ROman Catholics and
Protestants, Prince Badru Kakungulu, was the Chairperson of Public
Service C omission in Buganda.
So before AMin took over, Obote, whose party, UPC, had inherited
Ugandan Muslims from Igatius Musaazi's Uganda National Congress, which
was a party of the down trodden, had made some significant steps to
uplift them thanks to Muslims that were close to him like Haji
Kasujja, the father of Haji Semakalu and Haji Aziz Kalungi Kasujja,
Sheikh Kamulegeya, AKbar Adoko Nekyon, etc...
However, as Kirunda Kivejinja writes, when Amin, came, then the
Muslims did not only get their equal share, but at the end of the
regime, had got the lion's share.
Haji Ssemakalu has been close to the Kabaka, the President, among
other leading personalities.
In 2011, when NRM Caucus in Bukomansimbi District Council wanted to
boot my brother, Muhammad Kateregga of JEEMA (some NRM people
initially elected him thinking that it was me), Haji Semakalu,
contacted President Museveni who sent Al Haji Abdul Nadduli and my
self and eventually both groups signed a memorandum of understanding
which is still in force.
