Basically and please to note – every single Ugandan is a law on to him/herself. Maybe that is where freedom starts and also ends. My studying of this society appears to show confusion i.e. people abusing individual rights and freedoms (these are two different things) to contravene the law.


For us social conventions are simirally the same as law.


An example, there is a contractual obligation on election officials to deliver and make sure that people voted. It is a law. And if that law is used virtually all election officers in Kampala/ Wakiso have some explanation to do why voting material did not reach voting stations on time.


Social conventions calls for understanding of a law breaker AT the COST of the beneficially!


The police together with EC can cause multiple cases ranging from neglect of duty to inciting violence and sabotage etc!

 

EC has made election extremely transparent and difficult to cheat by full use of the open media and computerization. Open Media should be credited to the government that has seen to it that they allow maximum openness. I do not know whether this is a mere coincidence. All radio stations were announcing resultsas they came in since they had their correspondents on election venues.

 

Uganda media is freer than it is in Europe for example!

 

Kale Kayihura is a public servant and I have closely watched how he conducts himself. I will give you an example: he is the only high ranking official in government who does not contravene traffic laws! He has almost eliminated the use of fire arms in community policing and within the police force to quell social unrest and to some extent unlawful acts.


Police officers carry weapons but majority fear using them. Notice too that there are more police officers who have died in line of duty than criminals!

 

Compare that with British or  USA Federal police forces itching to shot on site.


Tuesday I went to Kampala / Bomb road and you can't imagine the level of restrain the police had to show.

 

Uganda police is armed with highly lethal weapons. It is amazing just as it happened yesterday when the police was under extreme pressure to calm people who have their rights to vote and almost never voted and you hear not a single person was shot despite rowdy crowds provoking these sometimes very low educated police men and women!

 

On top of that he has used the law conservatively not to incarcerate every law breaking citizen! This will never happen in any one single European country! You break the law you answer for it. It is up to the courts of law to set you free.


Basically, this is how colonialism failed - they had no reservation in implementing the law whenever it was contravened!


Ugandans ways sometime in the future will have to come to an end as they are self destructive!

You have it wrong.

 

Eng. Kigundu in the same way like Kale Kayihura has done all what it takes to make things work. EC has been using the mobile network to communicate to voters.   In remote areas where Uganda elite are sparse – voting material reached those places in time and people actually voted on time.


Statistically the data I have gathered points to that.

 

Kampala is a testing ground for your typical Uganda elite and self delusion.  Uganda however is not Russia where if the elite behave in a particular way the state collapses.

 

The failure of Uganda institutions is not because people can't work and do not know what to do. It is exactly what happens normally "sabotage" and malice (bajja kulemessa). I have recorded this in hospitals private and public, government ministries and agencies etc.

 

And largely that is why Uganda is as is today.

 

It is terrible
