Apparently, Gaddafi used his quirkiness to hide an elaborate appetite to establish financial strongholds all over Africa to anchor his political ambitions in the continent.
Gaddafi got mixed results, especially in Kenya, because of aggressive domestic capitalism. The role of Kenya's intelligence agency in enabling the Libyans to gain easy control of a pricey hotel in Nairobi, is evidence that even people trusted with national security, can sell their country the highest bidder.
