The otherday a list of rigging tricks was published on this forum.
Today I watched in amazement as scores of voters were denied acquistion of their voters card, that is National Identity card.
This was in sever registration centres in Kisugu, Namuwongo, Wabigalo, Kiwuliriza, etc. People who registered over one year ago we turned away telling them,YOUR CARD HAS NOT YET COME OUT. IT WILL COME OUT IN JUNE after elections.
On enquiring whether they will be able to vote even if they do not have ID cards the answer was, YES YOU CAN STILL VOTE EVEN WHNEN YOU DO NOT HAVE AN ID CARD, on condition you possess A VOTER SLIP INDICATING WHERE YOU WILL VOTE FROM.
The disinfranchisement will be effected in the following ways.
a) You have no ID card therefore you are not a voter, go away.
b) You say you are on the voter register, SHOW PROOF YOUR NAME IS THERE. illiterate people cannot look for their names on the voter register, so they will simply walk away.
c) Voters are told it is necessary to get a voter votting slip indicating where you are to vote from. HUNDREDS OF THOUSANDS FAILED TO FIND THE VOTERS VOTING SLIP. SO HUNDREDS OF THOUSANDS OF VOTER'S SLIPS WERE NOT COLLECTED.
d) millions will be told,YOUR NAME IS NOT ON THE VOTER REGISTER, even when their names are there. So, millions will be turned away because they will have failed to search for their names in the voter's register.
Hence, Besigye may be attracting millions at his rallies but these people are already disenfranchised because they will not be able to vote.
