{UAH} Ugandan President’s Election Triumph Is Clouded by Criticism - WSJ
Ms. Gordon said Mr. Museveni's emphasis on security still resonates in a country that remembers the civil war that ended when he seized power in 1986.
"An opposition victory might not happen in a very peaceful manner," she said.
But in a country where many of its 35 million people hadn't been born when Mr. Museveni's rule began, a runoff election or a dilution of his power couldn't be ruled out completely.
Subsequently, opposition leaders were arrested, radio stations were shut down and some 200,000 new recruits were added to an armed youth group of "crime preventers" that rights groups charge with attacking opposition supporters.
"This is a regime that was originally military and has become civilian, and that's what it knows how to do."
