{UAH} What I regret most in life is, on 26th January, 1972, when I delayed to shoot 2 soldiers of Idi Amin

Last night I took part in the presidential debate. Here is a summary of my remarks on some of the issues that we discussed.
I'm not at this debate to talk about fiction but reality. In 1900 Uganda was a feudal country and by 1962 had become an enclave economy. By 1990s we had only coffee surviving of the 3Cs (coffee, cotton, copper) and Tobacco of the 3Ts (Tea, tobacco, trade) had almost disappeared. However NRM revived all this.

On insecurity:
Insecurity is ideological. If you have people who believe in sectarianism, they will generate insecurity. Here in Uganda people are saying 'we have absence of war' but that's not because people don't want war but because we have stopped them.

On ICC:
It's true we were among the activists for the ICC. You know in our line we have never accepted impunity. In 1982, we had 3 soldiers who misbehaved we tried them. I remember Jim Muhwezi was our lawyer and he said it's not Zabuloni who killed a civilian but the beer because he was drunk. But we shot him, that's how we have emphasized discipline in the army. But we don't support ICC because it is partisan it's not serious.

On Congo:
We intervened in Congo to defend ourselves. NALU killed our people in Rwenzori and we could not accept that. We had to fight them and now Col. Besigye can go to Rwenzori region and campaign peacefully. I don't know why people who went to court on this matter didn't win the case. Nobody can play around with the security of Uganda as long as I'm still the President of Uganda. The ADF is still in Congo but the last time they came here, they were 100 and only 13 went back.

East African Federation:
East African integration is about prosperity and strategic security for our people. The Americans want to conquer the world because of their unity. The logic of East African Integration is to guarantee the future and security of Africa. We have been discussing intensively with all the East African leaders and I am happy with the progress.

Oil:
Oil was discovered by the NRM under my leadership and by my direct command I trained the scientists, who negotiated with the oil companies. Uganda now exports human resource in the field of oil. Regarding the oil money, it will be used only for infrastructure development, science and innovation. About accountability, we are transparent because the law was passed by a multi-party parliament. If you want good politics, don't make false accusations. The British searched for oil from 1920-1956 and prepared a conclusive report that there was no oil, and that report is there in Ministry of Energy.

Best and regrettable decisions:
My best decision in life was in 1966 when I decided to put all my university choices at University of Dar es Salaam. It helped me link up with Mwalimu Julius Nyerere and Samora Machel who later helped me a lot in life.

What I regret most in life is, on 26th January, 1972, when I delayed to shoot 2 soldiers of Idi Amin and ended up losing 2 of our colleagues in Mbale.
