{UAH} Will Election Observer Obasanjo Reject Rigged Vote?

Dear President Obasanjo:
On February 18, you issued a statement addressed to Ugandans in which you in part said:
"Today is an opportunity for the people to exercise their democratic right and express their will through the ballot box. It is vitally important that all stakeholders respect the franchise and refrain from acts of violence and intimidation."
"As Commonwealth observers, our role is to consider whether the election has been conducted credibly and transparently. We are looking not only at election day, but the whole electoral process, and whether it is compliant with both Ugandan's laws and the international and regional standards to which the country has committed."
You also said: "As Commonwealth observers, our role is to consider whether the election has been conducted credibly and transparently. You concluded: "We are all men and women of integrity and I do not believe any of us would want to sacrifice his or her integrity on the alter of unnecessary convenience."
Mr. President your profoundly courageous statement is now being put to the test.
A pattern has emerged where announced election results don't tally with the total number of registered voters per polling station.
For example at Rushere Primary School polling station the Electoral Commission as of February 17 showed 437 registered voters. Yet the announced results show that Gen. Yoweri Museveni got 760 votes there, and Dr. Kizza Besigye candidate of the Forum for Democratic Change got two votes.
In Nakasongola Gen. Museveni was declared the so-called winner with more than 3,000 Votes even though the EC's website yesterday reported a total number of 2,098 voters in Nakasongola.
On the morning of polling Ugandans in Kanjasi arrested an NRM pro Museveni candidate for parliament with preticked votes and handed him over to the authorities. The authorities instantaneously released The pattern has been repeated across the country. With the most appalling case happening in Naguru-Kampala where a suspected police officer was found with pre-ticked ballots, while his colleagues remained in a private building pre-ticking more ballots. When the Citizens arrested him, and Dr. Besigye visited the scene to find out more, he was bundled up and forcefully removed from the location.
Mr. President if this pattern holds throughout Uganda the country could have a Ferdinand Marcos problem at hand where an incumbent faced with the possibility of a decisive loss blatantly rigged the outcome of the election to deny the will of the people from being expressed.
Mr. President In the short time that you've been in the country I am sure you have gauged the level of support for Dr. Kizza Besigye the presidential candidate of the Forum for Democratic Change (FDC) and for the opposition candidates in general, including Amama Mbabazi.
You may have also gauged what level of support there remains for Gen. Museveni.
One thing is clear. Dr. Besigye's supporters are very determined to protect their votes. Dr. Besigye himself is the symbolic embodiment of their collective will.
Should the incumbent, together with his hand-picked Electoral Commission headed by Badru Kiggundu declare himself as the winner of fraudulent elections they must be held accountable for any subsequent reactions from the public and any additional consequences.
Mr. President you are well aware of the history of Uganda; Gen. Museveni took the bush in the 1980 to commence a war that cost our country about a million lives, and retarded our national development, like the exploitation of the oil.
Mr. President it is not farfetched for one to imagine a real catastrophe, beyond the Burundi mess befalling Uganda. It is vital for you to note that in several military installations, where real Uganda national soldiers are located, Dr. Besigye has shown very strong performance. The soldiers roaming the streets of Kampala are mainly drawn from the former M23, a Congolese rebel outfit known for its human rights abuse.
In order to pre-empt the possibility of reactions that are almost predictable it would be advisable for the Commonwealth Observer Team to consider issuing a statement strongly urging that no candidate be announced as "winner" of the Uganda Presidential election. The statement could also call for a review of the glaring inconsistencies between the number of registered voters and the total "votes" credited to Gen. Museveni in the polling stations where these transgression have occurred.
Such a statement by your Team could prevent the loss of many lives and the destruction of properties in Uganda. It could also help set Uganda on the right course of history.
