{UAH} Classic Museveni gov't

Byandala causes fantastic financial loss and he is appointed a minister by the head of state. It is acceptable for voters to vote him back to parliament because they are bought to do so. It is unbelievable for the head of state to appoint him.
Byandala together with so many government officials have got no name to protect that is why they do not fear scandals.
