Gulu ranked best World Bank fund user

Gulu. Gulu Municipality has ranked number one out of the 14 municipalities in the country in terms of implementing funds under the Uganda support to Municipality Infrastructural development (USMID) funded by the World Bank.

The ranking by the World Bank follows an implementation assessment carried out by KPMG Consultancy in various fields that included handling of procurement processes, hiring road contractors, physical planning, environmental planning and financial management, among others.
At a function organised by World Bank held at Source of the Nile Hotel in Jinja Municipality last Wednesday, Gulu Municipality emerged the best scoring 83.9 per cent followed by Arua Municipality with a score of 83 per cent for the financial year 2014/2015 assessment.
Gulu Municipality has so far received Shs32 billion since 2012-2015 from World Bank for its infrastructural development with a total of Shs16b spent on Municipality road construction in the last financial year.

Mr Francis Barabanawe, the Gulu Municipality town clerk, told Daily Monitor in an interview last Saturday: "When we were ranked poorly in the last financial year, we got the determination to perform well. We set up our performance targets along with motivational packages for our staff." He added that the good working relationship they had with councillors at the municipality also necessitated their good performance.

Mr George Aligech Lapii, the president Gulu Municipal Development forum (MDF) noted that because of the good performance, the World Bank has added a bonus of Shs10 billion for 10 more road projects that will kick off soon.
Currently, construction of the Shs16 billion 3.1 kilometre ring road undertaken by China Henan International Construction Company is complete awaiting handover to Gulu Municipality officials.

THE BACKGROUND
During 2012/2013 implementation assessment, Gulu Municipality got 44 per cent where it became the last among all other Municipalities while in 2013/2014 Gulu dropped to 9th position where it scored 59 points.
