{UAH} Pres. Museveni: NRM Economic is NOT Social Development - that is the problem

Examine DHL computerised system: Centralise the a. Health Delivery System, b. The Education (Primary to University) System, c. Housing d. Pension and Children and Elderly contributions. e. wage/salary system on biometric system

NRM

Most liberal enclined voters normally have a relaxed view  about politics! Their most concern is exactly what I have written abot here below, disposbale income.

And in Uganda this can easily be attained if NRM stop wasting  time with economic development strategies which have no bearing on social development.

Housing and Education is among them social development. Housing will bring about hygiene hence expansion in that sector.

Social development bring about economic development - not the other way around!

Bwanika

President Museveni

Let us understand issues that are afflicting the people to such an extent that people go out to launch a protest vote in Kampala and around the country against NRM.

3 .8 million protest vote is not a small number and we should understand the underlying reasons.

Uganda has seen economic but there is no tangible  or less social development!

How do you achieve social development?

Masses of people need a disposable income boost and that can be attained by freeing up money spent by income earners on;

a. Education should be free from Primary to Secondary let
UNATU and UPDF come to ensure public schools do exacty that - ministry of education has school standards manuals!

b. HealthCare impose a mandatory universal healthcare insurance (UPDF) Ministry of health has manuals of health facilities standards that should be distributed to each and every pubic health facilities.

c. Housing let all municipal council should start providig housing – get rid of Libyans and renationalize NHCC to start building affordable houses. who can buy > 100 million shillings house NHCC builds? Rwanda has started moving people to organised human settlement with very low budgets.

d. Transport  - Public Transport and this calls for UTC to be back

If that can be done in the next two years – NRM will have little worries and stop reckless programs like cutting internet and stopping shameless running battle with the opposition.

Working model:

We have public schools but many are in a terrible state. work with UNATU to monitor quality to out compete private schools!

Uganda Health public workers can be helped with UPDF to implement a thorough quality control and implementing a universal health care insurance system in six month. After all we have a national ID so this can be implemented easily. Just get a National Insurane Card to each and every ID holder for public and private health facility.

**We need a flat fee to access medicare whether private or public - i.e. 15000 shs per visit.

Uganda National Housing Corporation can start having regional offices – if this is not possible then let government hire UPDF engineering Brigade to start construction of organised human settlement start within all 21 municipalities.

NRM can also work with the Chinese to attain universal housing.

98% Ugandans traders can't or have no ability to set up commerical buildings in our towns hence the filthy way and state our towns are found into.

The same as above applies to Public Transport – you do not need to do anything with Matatu's they can work along mass public transport

I will categorically state that NAADS will not give NRM votes since the country and the region has no potential markets or market structure to consume what is produced.

To develope export in that sector you start with developing internal markets.

Moreover the structure above will create need for agro produce. Attacking government workers like Jenniffer Musisi a person doing the right thing in public only compounds NRM problems and public alienation!

It really tastes bad,  follow what is being said in public forums!

Moreover antagonising KCCA program will run URA activities underground since URA, KCCA are working together to formalise the economy.
