I really do not understand!

Curricula are not mere words on pieces of paper to impress. They come from development needs, technological changes, peoples perspection etc.

Currently we do not talk of mechanical engineering but rather automecho enginnering since automation has taken over mechanics. Have we got a technical college curricular in that area?

And Bwanika should talk NCDC?

And more seriously cirricula development come from COMPREHENSIVE RESEARCH and study of the subject matter - this takes time to accomplish. How many researchers are funded by tjhe state of Uganda- so Bwanika talk to NCDC about what?

I have been interacting with certain professors for over seven years. One in ICT others in differentt areas field like medicine. All have but have failed to convience our people about the fields of profession expertise and speciality.

Gov't is talking of building a polytechnic colleges in every district but did you know that Israel build school's Ndejje, Sir Samuel Baker, Ombachi, Mengo, Lubiri, Nabisunsa etc all had technical education wings?

I'm really amazed by the confusion!

NRM should Use these next years to completely change administrative and governance structures of government institutions and totally eliminate middle men in the  sectors below:

 

You need a team of experienced people to advise you on this subject namely: Director NWSC and his computer/fraud detecting team, Director NSSF with his fraud and computer team, Director KCCA ,URA and UNRA and their fraud detection team,  computer department and media sections, DHL 

a.       Start transforming the entire local government governance system- there is no way the executive can do any good without local governments under which ambit are the administrative and governing laws:  A reason why schools, healthcare and children and elderly , town councils facilities are in total dilapidation and NAADS is dysfunctional!

b.  Create a Central Digitized Processing System for all Education Institutions: Primary, Secondary/Higher, Colleges and Universities. All schools and academic institutions must   have singe entry point and retrieval access but only a 48 hour changing rights. All pupils, students, master and doctoral students must be registered into one centralised system for both private and public schools.

c.       The Ministries of Gender, Health and that of Education should come up with a standardized system for Kindergarten and nursery schools working routine, teaching methods and building and play ground standards. Not every ones redundant home can become a school or kindergarten? 

d.      Local Town councils should provide these services on a PPP basis – parents with constrained socioeconomic status should be materially supported. We need more children not less in this country.

e.   Make pension for all elderly people universal and mandatory. You can't imagine the suffering of old people in this country.  Pension should be paged on daily needs not 25000 shs. A kilo of sugar now cost 4000 shs!

f.        Introduce remote a patient card system for all Ugandans with which they can access both private and public health care facilities at a flat fee of 15000 shs per visit. Using a kind of DHL handheld DOS with biometric recognition capabilities patients will enter their details automatically and remitted to the central data system. It is also good for disease data collection!

g.       All public and private secondary schools MUST as it were in the past have these sections: Chemistry Lab, Physics Lab, Biology Lab, Art Room, Wood Workshop and Technical /Drawing workshop, geography and agriculture field stations, a music auditorium, plus athletics and other field games. These should be fully equipped with modern equipment and instruments. This should be accompanied with changing the three term system to a only two terms – January to June and September to December. Three- four month holiday  should be for practical /national service.

h.      Revive Public Transport system  on a region basis – East , West , Central and North – the same system of having a smart card on a centralized system can help.

i.         Regional governments should be encouraged to start Building societies and provide both commercial and residential houses. There is need of a Housing Authority – that assess need per population growth and town expansion and then build houses under the UPDF engineering department.
