That, like in 2001 and 2006, the Supreme Court in Uganda can conclude that '....intimidation and other election anomalies and vote rigging, dis-enfranchisement were committed but the are NOT SUBSTANTIAL ENOUGH FOR ANNULMENT OF THE ELECTION...'.
This gives a go ahead to all thieves to so what they want, so long as substantiality cannot be proved.
SAD for Uganda.
