Offshore banking (and any stashes in foreign banks) though legal, is tantamount to economic plunder. From being the tool for Multi-nationals, now Africans ourselves are also utilizing them to the detriment of the continent. Why isn't the money kept in local banks where it can help develop the respective countries it came from?
