Todwong clarifies on ministerial car

NRM deputy secretary general Richard Todwong has denied holding onto the car he used while minister without Portfolio in charge of political mobilisation.

In an email to The Observer last week, Todwong suggested that although the car was officially still under his name, he was not using it.

"The issue of the car is really petty. I have not been using that car since I handed over," Todwong wrote.

The Observer reported last Monday that, at the urging of the Office of the President, the police had impounded the car, after the former minister refused to hand it over.

The impounding of the Toyota Land Cruiser registration number UG 2228C was the climax of what appears to have been a protracted fight between the Presidency and the NRM official. But Todwong, writing from the United States, said that the car could have been in somebody else's possession, but not him.

"When this allegation came up, I asked and I was told the car has been in the garage for a long time because it needed major repair before they could hand it over to Hon [Abraham] Byandala [Todwong's successor]" Todwong said.

"I hope they didn't grab it from a mechanic and claimed it was me using it when I am away! I have more than a car to use and that one is not even one of them."

Todwong also denied knowledge of any letters written to him demanding the car, saying no such letters had ever reached his office.

Correspondences seen by The Observer indicate that Deborah Katuramu, the permanent secretary in the Office of the President, first wrote to Todwong on March 26, 2015, asking him to hand over the car.

When the former minister ignored her letter, she wrote to NRM secretary general Justine Kasule Lumumba on September 29, 2015, asking her to prevail on Todwong to hand over the vehicle. Todwong promised to follow up the claims.
