{UAH} Amin called me from Kenya and gave me a job - Jumba Masagazi

Since we are more interested in discussing the past than the present and future let me bring this one up. Amin knew his limitation from day one that is why his first cabinet was probably the best in the whole of East Africa when it came to professionalism, level of education and experience. Unfortunately, it did not take long before this same well-chosen cabinet began sabotaging the same government they were serving, claiming they were too educated to be working with an illiterate president and they started fleeing to Tanzania and other countries around the world to organize rebellion not only against Amin but their very own people, who did not have the means to leave the country. 99% of Ugandan population in the 70s was rural, and did not understanding the meaning of bad and good government as long as they were able to sell their agricultural products to buy paraffin, soap, salt, sugar, ate meat or fish once or twice a week and were able to send their children to school. One more thing that was so important that Amin did not know, even though he was the head of the army, was that the same army he was heading was tribal and believed in Obote than the country. From the day Obote was overthrown that was when it occurred to Amin that he was heading two different military. Langi and Acholi and part of Eastern Uganda belonged to Obote, while West Nile belonged to him. It was not possible for Amin to merge the two camps since the Acholi and Langi had already made up their mind to follow Obote in Tanzania and bring him back. In short, Amin was not responsible for creating insecurity that led to so many people being killed, and others fleeing the country but the military faction belonging to Langi and Acholi and the educated were.
When it comes to education and health, Amin did his best. I do not remember teachers going for months without salary and no known hospital, dispensary, clinic rural or urban lacked medicine during Amin's time. Public transportation was superb. Many people lived in Luweero town and worked in Kampala. The new buses that were introduced under UTC left Luweero at 6 am and arrived in Kampala by 8 am for government employees to begin the day in their offices. By 4 PM they are on their way home to Luweero. Upcountry, buses such as the ones owned and operated by Karim took care of business efficiently. On Friday evening many Kampala dwellers would head home as far as Nebbi and back on Sunday night with enough fresh food to last them for the entire week if not a month. The past could be discussed in a more responsible, respectful manner despite its challenges, only if only we had a well-organized, disciplined and respectable forum.
Unfortunately we lack that and I do not see that happening in our time because Ugandans as a people, we have lost character completely.

Folks;
This mzee was a household name in Uganda from the moment he was named PS for Education. His line ministers included the famous Barbanus Kiili.
Jumba Masagazi gave the Amin regime the flair of competent bureaucracy that helped to mitigate the damage caused by the president's notorious aversion to orderly conduct of national affairs.
