{UAH} DEVOLUTION FLOURISHING IN UK!

People;

This is the sort of budget that some Africans cannot raise but in the United Kingdom, it's only for a mere regional Health authority. This devolution at work. Funds managed locally for local service. Yet we in Uganda still want this money to be managed from Entebbe or sujui Kampala.
