{UAH} President Museveni: 14 Municipalities Dev't will grow commercial farming

 

To rapidly help farmers – the planning and development of 14 municipalities under USMID should be expedited. Housing is a priority. For one to have a house in the municipality must fulfil the conditions below (a), (b) and (c). This will create more markets for farm products rather than Kampala being the sole consumers.

We have to build more cold and dry storage facilities, warehouses at boarder towns around the country for quick export of fresh food stuffs to neighbouring countries.Farmers can sell to boarder warehouses and export buy from warehouse near markets.

This implies the transport and logistics of food items has to radically improve- the government aught to work with the Chartered Institute of Logistics and Transport UK to direct how this could be done and attained.

There is hidden involuntary unemployment – this is different from unemployment.  To solve the problem – and to start with

a.       Kampala City must register all city dwellers- and dweller in the city has to have proper residence, (address) and gainful employment properly registered and with a TIN at URA.

b.     The same must be replicated in all the 14 municipalities to register all traders and workers with a proper working station and address and registered URBS.

c.       All workers (people in gainful employment) in both private and public, whether employed under organisations, agencies or self employed MUST register with NSSF whether contributing or not.

In this connection TAX laws must change- one would have to declare only earned income and when the business is active, and with an LEGAL address in the city or municipality.

After one year role out the program into Town councils.
