Diplomats and analysts say the spat over the pipeline demonstrates that there are significant differences between east African leaders in how to accelerate regional integration, despite promises to work together. 

"Something has clearly gone awry in the relations between Museveni and Kenyatta," one regional diplomat said. "It will be interesting to see if there is any fallout from this decision since I doubt Kenyatta is happy about it." 

John Magufuli, Tanzania's president who was elected after Uganda and Kenya struck their deal on a route, is thought to have offered Mr Museveni much cheaper terms than that offered by Mr Kenyatta, to secure the pipeline.
