{UAH} 229m dollars for a 9-kilometer stretch of road?

 There inherently something wrong!
It is a lot of money.

However, these are mistakes of planning. From Kibuye to the former Kaypin (sp) is a wetland logged with a lot of water in fact it is at the same level as Lake Victoria. Then we have Nalukolongo to Natete - this stretch is almost the same as the previous one above.

Any company will demand lots of money since they have to use a completely different road construction design i.e. using different levels of aggregate.

Does this amount to the cost sited above?

That remains a technical issue between planners, road construction engineers and UNRA and Ministry of Transport and for which purpose the road is to be used.
