{UAH} Political Will to Change?!

I've now lived with Uganda institutions for a while. What is suprising to me is whether there is a political will to change the conditions into which people live!?

For instance Uganda has once planned towns and from my past experience it does not need experts to do simple things like fixing roads, drainage, sewer, water pipes and putting people in better houses.

Take Jinja or Masaka - but it appears no one knows what to

do specifically politicians. What is NRM up to???
