Now , there is total political mess in this country. KCCA has brought this to the fore. There isn't much that can be done unnless NRM realises they are wrong in their way of handling politics. Lukwago is DP he is TDA his everything and yet  he is......... 

Court awards are now in billions of unpaid money from the taxpayer burden. The govrnment is just playing around with people's future do a run on court awards on google you will be amazed with this political corruption.

One former Makerere professor told me his monthly pesion was about 200000! My grand mum who worked for the medical svice for over 50 years had absolutely monthly pension - I wonder hard she not trained me where she would have been in time of need in her last years on earth.

Kajura Explains Delay In July Pensions

According to Kajura, the public service ministry submitted pension payrolls for July on July 17th, 10 days to payday of July 28th and is surprised that most pensioners or their survivors havent been paid. This is despite the guidelines provided by the ministry to the decentralized accounting officers.

Nearly 50,000 pensioners are yet to receive their pay for July 2015 despite the money having been wired to various accounting officers by mid-July 2015.

 
Henry Kajura, the Minister of Public Service, revealed this in a statement read on his behalf by acting Assistant Commissioner in charge of Human Resource Management Victor Bua to journalists at the Media Centre in Kampala this morning.
 
 
Kajura said the finance ministry released funds for the first quarter payment of pension and gratuity last month. Accordingly the public service ministry issued a notice to all accounting officers to ensure all the monies are paid by the 28th of every month and on different days with salary payment.
 
 
According to Kajura, the public service ministry submitted pension payrolls for July on July 17th, 10 days to payday of July 28th and is surprised that most pensioners or their survivors haven't been paid. This is despite the guidelines provided by the ministry to the decentralized accounting officers.
 
 
The minister said as a consequence the public service and finance ministries are working closely with accounting officers to ensure all pensioners are paid their July pension as well as August pension by August 28th.
 
 
Kajura promised that going forward pension will be paid every 28th of the month, adding that accounting officers finding difficulties should consult with the public service ministry for immediate support.
 
 
On pensioners not yet on the payroll, Kajura said on verification they will be included and their payments also effected by August 28th.
 
 
He said the government remains committed to maintain a clean pension payroll and an efficient and effective pension management system.
 
 
Responding to queries from the media, acting Assistant Commissioner in charge of Human Resource Management, Victor Bua, said pensioners do not require Tax Identification Numbers (TINs) to access their monies.
 
 
He said pension money is income tax free under the Pensions Act. He said no pensioner should be lured to have his or her money taxed because the law does not allow it.

This followed reports that some accounting officers were turning away pensioners because they lack Tax Identification Numbers.
 
 
Bua advised pensioners to stop flocking the ministry of public service because all services they need are now at their parent ministries, departments of districts. He said the decentralized pension services are meant to take services closer to the pensioners.
 
 
Geoffrey Ettedu, the Principal Assistant Secretary in the Ministry of Public Service, said the process of acquiring letters of administration by survivors of pensions is also being streamlined so that the process is made simpler and faster.

Since the beginning of this financial year the government decentralized pension and gratuity payments to ministries, departments and local governments. Uganda has an estimated 47,180 pensioners, with more others being verified.
