Why the Budget and  your government won't deliver !

 

a.       NRM new  government is a security arrangement not a development cabinet

b.      Key ministries that would boost security, create jobs, and bring about social stability; Like Youth, Labour and Gender; Housing and Urban Development; Works and Transport; Science and Technology; Local Governments to implement government programs and projects: Education (Research and innovation) besides Trade and Industry run by Museveni's long time confidant have very small budget allocation.

c.       The government in a nut shell is a continuation of NRM tradition both administratively and organization wise – you scratch my back I scratch yours too – some ministers ought not to be there at all - efficiency is compromised!

d.      I do not know what Janet will exactly change in Ministry of Education. It needs massive allocation to 1, improve and upgrade public schools (primary & secondary). Setting up technical workshops, science laboratories and recruiting teachers in those key areas in upcountry and urban schools 2, Improve and standardising building structures specifically for schools built by missionaries, government, and private persons and setting up new ones. 3, Invest massively in key higher education research areas implying many Uganda Medical, Engineers, Mathematicians, Computer Scientists, Biologist, Ecologists, Hydrologists, Food Nutritionists, Architects and other key professions will be recruited into these research facilities currently almost and solely funded by aid agencies 4, Build community kindergartens to help working mothers and their children specifically in urban centres.

e.      Ministry of Trade and Industry, Higher Education, Housing and Urban Development, Youth and Labour and that of Works and Transport – would have the largest budget allocations to spur NOT only development but increase Uganda Capital stock. This could be in form of establishing key Industrial /Commercial estates, Public Housing stock, Clean Energy Power generation, Urban Development, Public Transport (Malaba-Busia –Kampala for cargo, Jinja, Entebbe, Fortportal and Hoima for passenger and tourism), Processing centres not only army uniforms as the president said but Medical and Scholastic Equipment and auxiliaries, Homestead appliances, Construction material and equipment!
