As a product that can be exchanged for profit in the employment market, education must have a quality attached to it.
But this news, that 70% of primary school pupils can hardly read or count, confirms concerns that have been raised numerously that the Museveni regime has never prepared our children to succeed in schools.
Instead, the president is merely satisfied with "quantity" - number of schools and students. When it comes to quality - teacher training, teacher-pupils ratio, academic material resources, or performance levels - the government scores a Big Zero.
