{UAH} FEDERALISM FOR 2020 CONSTITIONAL AMENMENTS

Brothers and sisters, l have been briefly at the coronation talk or
public lecture at Muganzirwazza Arcade, Katwe. i gave my position on
BBS Telefaina in my Monday program of July 25th 2016, from 8.00 am to
9.00 am. l said that strategically, this is the ripe term of office
which Buganda and other federalists should use to lobby for amending
our national constitution in favour of a federal form of government
for the whole of Uganda.
l said that just like in 2005, when the President wanted a third term
and was not sure of support, and had to pave way for multi party
democracy and almost gave in for a federal form of government, where a
semi federal deal under a regional governments arrangement as
practiced in Kenya, South Africa and Great Britain, was agreed upon by
Central Government, which by now should have been improved upon, this
time if Buganda and other federalists fail to get a federal form of
government for Uganda, they should forget.
Why? NRM may want to amend the constitution and do away with age limit
of 75 years for the President. This is not new in a hereditary society
like Uganda. But it will have to make deals with as many stakeholders
as possible including Buganda and other federalists.
l cautioned that Mmengo should be careful against a
traditional/cultural institution taking over things that used to
belong to a Buganda Government. Instead, it should lobby and advocate
for and negotiate for and making deals for a federal form of
government for the whole of Uganda.
This is my food for thought as we mark 23rd anniversary of the
coronation f the Kabaka l witnessed and covered on Saturday July 31st
1993, as a reporter for Ngabo newspaper, the then leading Luganda
Daily.
