Ojame GOOK and UAH folk,
I think ONEK Hilary, is a Civ. Engineer by profession, but not an English literature profession fellow. For Okello DOKOLO to think or feel that since Eng. ONEK is not quite fluent in English would means ONEK is illiterate is quite absurd.
There is another thing we must understand is that, though Okello DOKOLO had lived in English speaking country including Philippine, Okello is not perfect in English than in his mother tongue. On the other hand Eng. ONEK studied his Civ. Engineering in former Soviet Union and might be he could not articulate well in his twitter lately. But, I think he is not illiterate!

The chap is semi- literate. What he has written is bad grammar. As a former English teacher, I would give him an F8.
