UBC lists land grabbers

PARLIAMENT. Uganda Broadcasting Corporation (UBC) yesterday tabled a list of 10 individuals and corporations, including General Duties minister Karooro Okurut, that have benefited from its controversial land giveaways.
The list tabled indicates that Extreme Innovations Ltd, a company whose listed directors include Ms Okurut and the Burahya County MP Margaret Muhanga, obtained 2.391 acres at Shs957m between 2006- 2007. This is not part of the 10 acres that UBC sold to Ms Muhanga at Shs10b, a transaction that was cancelled by the High Court and whose title was confiscated by the committee last week.
Thirty-five acres of land on Kibira Road in Bugolobi, an upscale city suburb, were doled out to 10 individuals and companies, some of which did not pay a penny to UBC.
Another eight acres of land on Ntinda Flats Close, in Ntinda, were parcelled out by Uganda Lands Commission (ULC) to four individuals, transactions that UBC is challenging in court.
UBC managing director Winston David Agaba said the public broadcaster is digging up records of the land transactions initiated by the previous managements to ascertain who paid for which land and whether the transactions were within the ambit of the law.
"Karooro transferred the ownership of the land to Sino East Africa Trade Development Ltd," Mr Agaba said.
Hedgewood Ltd, whose directors were listed as Deepa Verma Jivram and Anil Damani obtained three acres of land on Kibira Road without any price indicated. Sino East Africa Trade Development Ltd and the Uganda Export Promotion Board were awarded 0.720 acres and 4 acres, respectively, at no price.
Bro-Group Holding Ltd (8.138 acres), Ex-Ken Ltd(2.13 acres), Media World Production (1.037 acres), M&B Engineers(1 acre), Metro Nominee Associates(2.4 acres) and Susan Kamya are the other beneficiaries of the Kibira Road land giveaway.
Mr Patrick Ameda, the UBC procurement officer, told the Committee on Commissions, Statutory Authorities and State Enterprises(Cosase), that there is no price attached to the land that was awarded to Sino East Africa Trade Development Ltd because it had a partnership with Uganda Export Promotion, a government entity to build an export promotion centre.
To exhaustively investigate the fraudulent deals that have bogged down UBC over the years, the committee yesterday resolved to form a sub-committee that will specifically investigate the property giveaways at UBC.
Budadiri West MP Nandala Mafabi said the sub- committee will not restrict itself to the land bonanza but will carry out a comprehensive audit on all UBC transactions.
