{UAH} GEN. KALE KAYIHURA SHOULD NOT BE PUPULIST
Fellow countrymen and countrywomen, l first saw the then Capt. Kale
Kayihura in late eighties when he and the late Lt. Col. Serwanga
Lwanga were representing UPDF on Uganda Constitutional Commission
between 1989 and 1992.
Then he rose to Special Presidential Military Assistant, then fighting
smuggling, until he , at last, landed on the substantive position of
Inspector General of Police.
He has achieved a lot including getting political commissars for
Uganda Police Force, community policing which Cossy Odomel had
started, etc…
But probably, he is the longest serving IGP in a post independence era
and it is high time the appointing authority transfers him.
A security and sensitive office, like IGP , cannot go lower for
populism like getting mob for support at parliament and at court. That
may be done by Prime Ministers of party secretaries general but not
military , police or prisons chiefs.
Secondly, Besigye is a clever man. He is aware that there will be a
bye election in Kyaddondo east and is aware that the NRM candidate
Sitenda Sebalu is popular. So when police betas up Besigye supporters
along Kasangati Road, it damaging support of NRM including its
candidate Sitenda Sebalu.
Thirdly, not every person lining up on a road is supporting Besigye.
Some just come to watch what is going on, but the police was beating
each and every person. It was doing a disservice to this country and
to our people.
Fourthly, with community policing, those police stations and posts
need to be felt by the villagers as their own the way NRA was, but at
times, you find a gap probably due to poor methods of recruitment.
With the rising unemployment especially in urban centers, l know many
young men and women at least in Greater Kampala some already in
community policing and who would like to join the Uganda Police Force
and force remains a people's force just like UPDF.
Then l also who are close advisers of the general who've advise him to
go for populism as if he is an active partisan politician.
