{UAH} Kayihura’s powerful civilian aides managing police named

Civilians who are very powerful in Uganda police force and hold more powers than police directors have been named.

Blaise Kamugisha

Blaize Kamugisha

Kamugisha is the Executive director National Crime Preventers Forum which boasts of over 20m crime preventers' country wide.

He was a Law student at Makerere University before he abandoned the course and chose to take on the crime prevention program where he has accumulated a lot of wealth.

He has a fleet of very expensive luxurious cars, a chain of drug shops, and super markets in expensive suburbs of Kampala and has built a number of mansions in Kampala.

This wealthy young boy from Isingiro also Kayihura's close relative and his blue eyed boy is very powerful civilian in police and can cause for the suspension or sacking of a police director.

Kamugisha caused the suspension of lunch and supper for all police officers soon after Crime preventers took over the catering services to provide food for police and now lunch is only served to Field Force Unit which does field operation work or public order management.

He is also Kayihura's right ear where even directors in case they want to talk to their boss or wants to raise their directorates' issues have to first beg Kamugisha who then asks Kayihura to help them.

A source within police told this website that Kamugisha recently threaten to suspend CIID director Grace Akullo who was intervening in a case in which the land of late former Deputy prime minister Eriya Kategaya was being grabbed.

It is indicated a city doctor was trying to grab late Kategaya's land and when Akullo intervened to arrest him, the doctor called Kamugisha who in turn also called AIGP Akullo and gave her 30 minutes to choose between losing the office or to remain holding the suspect.

Akullo in order to save her office she gave in and released the suspect to avoid colluding with this powerful young man from Isingiro.

It is also reported that Kamugisha annually he goes home with shs 7bn from his different contracts with police paid in full amounts despite the current police debts of over 26bn for police food suppliers.

His close friend told us that even Kayihura himself drives to Blaise's home whenever he wants to have a private meeting with him.

Abdalla Kitata

Kitata is the patron Boda Boda 2010 cyclists association which comprises of sections of motor cyclists in Kampala.

Kitata is a very close aide to Gen Kayihura and also small god in police force.

Because of being close to the police chief, he has acquired many powers in police more than even a police director that he can also cause for the sacking of a police commander if he tries to stand in his way.

The stage leaders of boda boda 2010 are all armed with pistols and enjoy free police fuel which they even use to transport passengers as they do police work. Kitata himself has both police fuel card and a police fuel receipt book.

Despite committing many cases including murder, kidnap, assault and maiming his opponents around Kampala, no one can touch him because of being very close to the police boss.

Recently he was quoted him in an interview as saying that he is willing to protect Kayihura from being prosecuted in court. He also said president Museveni recently called him to address the cabinet but was not busy and that he sent his aides to do the same though his education background is not clear.

In fact as we write this, Kitata is currently in Mecca to pay Hijja courtesy of police chief.

Hajj Abdul Kiyimba

Hajj Kiyimba is the chairman Nsangi sub county and a small god in police force. He speaks and police commanders bow down for him.

His superiority in police started after he constructed a police station in Nsangi on his land and later handed it over to Uganda police chief with its land title.

Ever since that day, Kiyimba took over the management of police in Nsangi and Kyengera town council where even police commanders salute him.

Recently he ordered for the arrest and detention of police detectives from Special Investigations division in Kireka who had come to arrest a suspect in land fraud who happened to be his close friend.

The two detectives were detained and slept in Kyengera police cells until they were released the following day on his orders.

Also, meeting Kayihura he doesn't need to make an appointment, he just walks straight to his office.

Nixon Ayegasirwe

Unlike other powerful civilians commanding police, this powerful Nixon Ayegasirwe for him he holds an office in police and is a commander of Kayihura's own Special Operations Unit under Crime Intelligence Directorate.

Ayegasirwe who is reported to had been first arrested by former Operation Wembly on cases of aggravated robbery before he reformed and was integrated into police to help in tracking all former hard core criminals.

Under Kayihura, he managed to get a police rank though he is not a trained police officer and is currently a senior superintendent of police.

He has close access to Kayihura and when he talks, Kayihura listens.

He has landed many senior police officers into trouble many who try to block his way.

Sebina Sekitoleko

Sebina is a former aide to former Prime Minister Amama Mbabazi. He is remembered for the famous Amama Tapes.

After reconciling with Kayihura, he joined him also as his aide and when you want something done for in police, look for Sekitoleko he will help you.

He has helped many police officers who had been transferred to regain their former position because of his command in police.
