The stories in the press about Uganda's oil production programme are confusing, and virtually impossible to comprehend.
At this stage, the phrase, "oil production" can be equated to the proverbial three blind men who were sent to describe an elephant. One said it looks like a snake, another said it looks like a banana leaf, while a third said its like a mountain.
In the same way different authorities describe Uganda's oil production programme differently.
1. One says the bulk of Uganda's commercial oil production will begin 2017-18.
2. Another one says production will begin as soon as the pipeline is completed, that is four years from now( August, 2016).
3. Another one says production will begin as soon as the oil refinery is completed, that is at least five years from now (August 2016).
4. Another one says oil production will begin only when both the pipeline and refinery are completed.
5. Another source say Uganda can immediately (August 2016) start producing small amounts of oil for domestic consumption while we await for larger amounts later on.
6. More information is that lately Cabinet approved the granting of production license to Total and Tullow oil companies to operate three oil fields, Ngiri, JobiKirri, and Gunya.
7. It is also reported three oil companies, Tullow, Total and CNOOC jointly own the Kingfisher oil fields and they are to propduce oil from these fields.
8. The three oil companies are to construct Uganda's oil pipeline from Hoima through Tanzania to the Ocean port of Tanga.....it will transport both crude and refined oil and offload it to Ocean going oil tankers destined to international markets where it will be refined.
9. In the meantime the government has invited two Nigerian and one Australian oil companies to buy PSA to explore for oil the still virgin fields.
All in all this quagmare of developments can only be disentangled by letting capable indigenous researchers/investigators to write books on Uganda's oil industry.
Two books have already been written.
These are,
a) DEMYSTIFYING OIL EXPLORATION IN UGANDA
b) OIL DISCOVERY, THE ROLE UGANDANS PLAYED.
A third book, MR OIL:KABAGAMBE-KALIISA THE FACE OF UGANDA' S OIL is nearing completion.
It is by reading these books, and more to come that one will be able to understand and disentangle the quagmare on Uganda's oil industry.
