{UAH} SEATING ON OTHER PEOPLE'S APPLICATION PAPERS.

'He is a medical consultant here and I have the deepest respect for him. He is a professional and also very sociable and brings Ugandans of all description together for a party. But I sat with my hand on my cheek listening to his story of tribulations about getting a scholarship to study for his Masters in the UK. His offer of a place to study for a PhD in Belgium had been sabotaged - by Ugandan officials.

As he tells his story, you may weep and laugh at the same time. He can now laugh about it himself.

He described a process that he called "sitting on someone's application form" (Luganda: okutuula ku mpapula zo). So my question was: Who sits on others' application forms for scholarships abroad or for a job in a department?"

Not mentioning names, but I was shocked by his description of people called Professors at Mulago Hospital, not to mention other officials in the Ministry of Health.

I thought that a topic that should be brought up for public discussion in Uganda, including in academic forums is: SEATING ON OTHER PEOPLE'S APPLICATION PAPERS.

It includes:

deliberate refusal to sign the papers by an official or head of department;

deliberate delay in signing the papers so that the application is out of time;

conveniently losing one's papers; making the person "walk" until the hairs on the legs dry off;

claiming that you are busy and being busy indefinitely;

not setting a time frame within which the papers will be signed and urging the candidate to "be patient";

keeping the candidate in suspense;

making yourself scarce so that each time the applicant comes to your office, you are not in the office and the secretary does not know where you are or when you will return;

being told that you will be called and waiting in vain for the call;

being so officious and so self-important everybody fears you;

telling the applicant that you have no obligation whatsoever for signing their papers and you may do so only if you wish to do so

Does this list exhaust the experience in frustration and sabotage?'
