{UAH} WHY THE POLICE WILL CONTINUE TO ARREST BEFORE INVESTIGATING

"Most of you are still in the old policing regime, why do you rush to arrest?  First investigate and when you have enough evidence, you can go for the person who committed the crime"

That cosmetic statement followed bitter complaints by locals that the police was rampantly arresting and confining them for days in their cells.  The IGP was as usual trying to hoodwink the population into believing that the police was pro-people.  On the contrary, the regime has an agenda of building a brutal police force whose brutality is that is designed to instill fear, terrorize and subdue the population into submission.  In pursuance of this scheme, the police is supposed to be viewed as the Alpha and Omega of every aspect of life.  Their mandate extends to both civil and criminal matters - it intervenes in debt collection, settlement of land disputes, resolving family matters of inheritance, administration of estate and child custody, settlement of business disputes, taking sides in political disputes, influence and reverse court decisions etc.  

Save for a few Ugandans, the general population is at an advanced stage of adapting to this situation such that it is very common for them to run to the police for any matter be it civil or criminal and the police just entertains them.  The poorly paid and facilitated police personnel survive on extortion and bribes from members of the public in order to supplement their poor pay.  The rush to arrest and detain is driven by this urge to extort from both the so called complainant and the suspect.  In some cases they connive with both the Magistrates and the Resident Prosecutors to carry out massive security and Road safety swoops in a particular geographical area whereby the victims pay heavily to regain their freedom.  The proceeds are shared among the three entities and this is very common with the offences of Idle and disorderly and Traffic and Road Safety Act.  At the urging of regime cadres like local political leaders and RDCs, the police carries out arrests of unemployed urban youths whom they suspect to be supportive of the opposition over cooked up charges.

Therefore, for the IGP to order for a stop on arrests before investigations, he is just hoodwinking the helpless members of the public.  That is why during the same meeting he told the youths to make business plans and forward then to his office for funding.  Its only Museveni's Kalekyezi as IGP who handles business plans for unemployed youths.  Museveni did the same during the last election campaigns when he pretended to scrap off the offence of Being Idle and Disorderly arguing that "...... how can a Ugandan be idle and disorderly in his own country!"  Since then the police has intensified to arrest and detain without trial thousands of unemployed urban youths whom the regime fears that they may be used by the opposition led street demonstrations.  

INFORMATION IS POWER AND DEFIANCE IS THE WAY TO GO
