SV: {UAH} Museveni grills ministers over unspent cash

Ndugu Okurut and UAH folks,
Unfortunately, I have to agree with the whole of what some of you have stated bcos several Ugandans those instead of proper service deliveries for the betterment the whole Uganda folks, they had decided to fill the stomachs.
The bitter truth and suggestion I would request to propose is that there must be some change. The change must be that any public servant right from RC 3 upwards must show the source of their wealth before they occupy their positions. Why could a country like Rwanda have rigorous stands to control against open corruptions like we see in Uganda?
YES, we may think about Foreign Contractors, but the biggest question is, shall we even give the very top political positions of our dear Country to Foreign Contractor to the Presidency? Unfortunately, I do not know if the general Ugandans will agree though we are living under dire political situations. Let us agree that corruptions is two ways traffic it includes even Foreign Contractors. Take for example the World Bank and, or IMF with other Foreign Contractors those have purposely destroyed the Uganda economic structures. Again see how some projects being done by China which are not fulfilling the best standards. The question is, are they not Foreign Contractors? Who do we blame for such shoddy works?

Thanks for your observation. It is corruption killing our country. Our people have let us down; when they get the contracts, they do a shoddy job because of corruption where most of the money is given to officers that awarded the contracts leaving little for the actual work; then poor supervision, theft of building materials. Let government use foreign nationals as we have failed.

Museveni is right - schools should not have dissimilar design for they teach exactly the same things. So a template is enough and can be generated by ministry of education and the job will be done in the shortest time.
 
May be the difference is between primary, secondary and college/technical schools. Sir Samuel Baker, St. Lwanga in Arua and, Ndegye, Nabusunsa, Mengo or Lubiri secondary have the same design.  These schools are teaching sciences, technical and humanities. But Kyambogo university has the same buildings like those schools above!

It is terrible - I learnt that the problem has been with Ugandans who wanted to have a share in the World Bank Grant booty. The US100 $ million, has generated such animosity among co-workers, friends and relatives. These people are almost killing each other to get the tender whether they can do the job or not!
That is the problem. So Museveni should engage the Army instead, as the quickest solution.
Mr. Okurut might be right let us get a foreign company do everything and hand over the schools to the ministry.

We've a serious problem for under UPC, members here owned military trucks and some ministers took government property as their own but orginally meant for national projects!
