{UAH} HOW AND WHY MUSEVENI THEATENED VIOLENCE ON BISHOPS

Early this week, the head of the Anglican Church in Uganda led a team of 38 other Bishops on a tour of the Church's Square mile of land in Mukono that is occupied by about 800 local residents including Water Minister, Kibuule and Brig. Nalweyiso. As the Bishops left their bus for a walk around the said land, an irate group of residents hurled insults, gathered match boxes and dry grass threatening to burn their bus, and threatened to lynch the Bishops. They were 'rescued' by the Police after the host Bishop of Mukono diocese made a telephone call to the DPC of Mukono, Fred Ahimbisibwe who rushed to the scene. Sometime back the same residents had threatened violence on the Bishops who had been on a similar tour leaving their car smashed.
Because of that past experience, this time round the Bishops had written to the DPC of Mukono requesting for security for their intended tour and he assured them that he would provide it but at the last hour the police was no where. He only came amidst the fracas pretending to rescue the Bishops and apologizing for his failure to provide security because of other commitments. This incident was stage-managed by Museveni through his agents and that is why no one will be made to answer for this high profile nasty incident. In March 2016, at The Way of the Cross ceremony in Mukono, the same DPC apologized to residents for the violence that the police had meted on them during the February 2016 elections.
WHY
Since coming to power 30 years ago, Uganda's military dictator Museveni has been bent on depriving big landowners of their land more especially in Buganda region whose land is more valuable than in any other region of Uganda. In this regard after his sinister motives were defeated in the 1995 constitution making process, he has been fidgeting with a number of amendments in the land law and policies all aimed at alienating those individuals and institutions of their land.
Under the pretense of protecting the poor tenants, he hoodwinked the peasants by assigning the then State Minister of Lands, Aidah Nantaba with an extra task of protecting tenants and creation of a Land Protection Unit under the police force. Instead, the same Museveni undermined and frustrated her work because the perpetrators of land grabbing are his close cohorts and in particular his top security officers top the list of land grabbers while the police aids the vice. His latest gamble is a scheme to amend the constitution to enable the regime to compulsorily acquire land without compensation as a first step towards nationalization of all land in the country.
It is in this regard that when the Bishops requested the Police to provide them with security, the DPC informed the IGP who in turn consulted with Museveni and they agreed that Minister Kibuule and Brig. Nalweyiso should mobilise the local residents to threaten violence on the Bishops. That is why the Police did not show up earlier for they very well knew that the Bishops would not be harmed but were to be simply threatened. By doing so they intended to achieve two objectives:-
1. The regime to be seen to care for the 800 local residents who are occupying the said land.
2. To make the Bishops realise and appreciate the relevance of the Police at this time when the entire institution is under public scrutiny for the brutality.
This incident is not different from the one of last week when the IGP stage managed violence at Makindye Court against the Magistrate and the lawyers who were pursuing private prosecution against the same IGP over torture and in the midst of the fracas the Police pretended to rescue them. In both incidents if the violence had not been state-managed, their victims would have been harmed. Otherwise, why would the plan to burn the bus of the Bishops need a heap of matchboxes!!!!!
However the good news is that when Museveni was meting out violence against the population, the civil society, the opposition political activists, Lawyers, Judicial Officers and courts; the Church leaders maintained silence because he was bribing them with cash donations and posh cars but now that knocking on their doors, they are yelling loudest.
Watch the space, the worst is in the offing. When will Ugandans understand Museveni??????
