{UAH} Mr. President - Why are Local Governments almost Dysfunctional

What is the public service cost of running dysfunctional local governments in Uganda? Can we claim any development strategy if there is any at all?

163 Town councils

22 municipalities
115 Districts
264 constituencies in Uganda

 

These local governments in almost every sector can't provide the require services! Can they?

Town and municipal centers are in deplorable conditions including Kampala City. Some Town council like Luwero has not facilities to allow them plan the Town the same applies virtually everywhere.

 

What else can I say?
